The eighth step of the tennis serve progressions is to hit the ball using a full service motion. You start at the service line, hitting softly. Once you master this type of serve you can move back to the baseline.
The first step of the forehand is to pivot and turn your shoulders. You do this as soon as you realize that you'll be hitting a forehand. This is also how you start to take your tennis racket back, e.g. the shoulder turn causes you to take the tennis racket back by virtue of your body turning sideways.
